Asbestos Audits for Government Buildings in Sydney: What the Process Involves

Government buildings in Sydney may present a unique asbestos control problem. Many businesses, schools, community centres, and other public buildings were built or renovated during times when asbestos-containing materials were extensively utilised. As a result, controlling asbestos entails more than simply locating and removing old materials.

It involves identifying potential risks, accurately documenting them, and ensuring that everyone who may encounter them has access to the necessary information. Where hazardous materials require professional intervention, engaging experienced asbestos removal Sydney specialists can also help ensure that removal work is carried out safely and in accordance with relevant requirements.

An asbestos audit can help entities responsible for public buildings analyse the status of asbestos-containing materials (ACM), check existing records, and identify areas that need further assessment or management.

    What is an asbestos audit?

An asbestos audit is a comprehensive inspection of a structure to detect asbestos-containing materials, suspected items, and any hazards connected with their condition or placement.

In NSW, workplaces built before December 31, 2003, or workplaces where asbestos has been found, are normally required to maintain an asbestos registry. The registry contains information such as the location, kind, and condition of identified or assumed asbestos. Where asbestos has been discovered, an asbestos management strategy is also necessary.

An audit may therefore include both a physical check and a review of existing documents. It is not to be confused with asbestos removal. The goal is to identify what is existing and how it should be managed.

Why government buildings need careful asbestos management

Multiple occupants, contractors, maintenance occupants, and members of the public may all be passing through the same government facility. Maintenance or renovation operations may potentially disclose items that have been undisturbed for decades.

Products that may contain ACM include cement sheeting, roofing materials, floor coverings, insulation, pipe components, and other building materials. However, asbestos cannot be accurately recognised just by inspecting a substance. Where confirmation is required, sampling and laboratory testing should be carried out correctly, with SafeWork NSW recommending NATA-accredited laboratories.

Before performing maintenance, remodelling, or demolition activities, building managers can conduct an audit to determine where asbestos may be present.

How an asbestos audit is carried out

    1. Review existing records

The approach typically begins with existing building paperwork, such as past asbestos registrations, management plans, inspection reports, refurbishment records, and appropriate maintenance data.

This helps to determine what is previously known and where information may be incomplete or outdated.

    2. Conduct a site inspection

A competent professional can then inspect accessible portions of the building to detect known, suspected, or assumed ACM.

The assessment takes into account the material’s location, condition, accessibility, and potential for disturbance. Photographs, plans , and location references all be helpful additions to an asbestos register.

    3. Arrange testing where required

Visual inspection alone cannot determine whether a material contains asbestos. When identification is questionable and confirmation is required, samples should be obtained safely by a skilled expert and tested by an accredited laboratory.

Suspected materials should be treated as asbestos unless testing confirms otherwise.

    4. Assess risks and recommend controls

The findings are then assessed with the building’s function. A damaged material in an area often accessed by maintenance workers may necessitate different restrictions than complete material in an inaccessible place.

Depending on the conditions, recommendations may include labelling, access restrictions, condition monitoring, encapsulation, or removal.

    5. Update the asbestos register and management plan

The audit should produce accurate and useable records. An asbestos register must be kept up to date and made available to anyone who may have been exposed to asbestos while working. When asbestos is discovered, the asbestos management plan should include the necessary control measures, responsibilities, procedures, and emergency plans.

When should an audit be considered?

An audit can be especially valuable prior to substantial renovations, demolition, or extensive maintenance. It may also be appropriate when a building’s management changes, current records become incomplete, earlier asbestos information cannot be validated, or the state of known ACM changes.

The asbestos management plan must be evaluated at least every five years, as well as when specific changes occur, such as asbestos being removed, disturbed, sealed, or enclosed.

    Choosing the right professionals

Where evaluation, sampling, removal, or clearance is required, government building managers should use professionals with the necessary credentials and permits. This differs from just engaging asbestos removal contractors for every asbestos-related problem.

In New South Wales, approved asbestos removal work is subject to particular criteria. For example, SafeWork NSW must be notified at least five calendar days before an approved removal involving more than 10 square metres of non-friable asbestos or any amount of friable asbestos.

A proactive approach protects people and buildings

Finally, an asbestos audit aims to enlighten management. For government sites, accurate records and adequate controls can assist maintenance teams, contractors, and other personnel in determining where asbestos may be present before work begins.

For businesses managing older buildings, arranging a professional assessment and maintaining the asbestos registry and management plan up to date can be critical components of responsible workplace safety. If asbestos removal Sydney is required, appropriately licensed specialists should be hired and the relevant NSW requirements followed.
