    Buying a Second Home in Portugal 2026

    A second home in Portugal could be a beach apartment in the Algarve, a weekend home near Lisbon or a future retirement property overlooking the Atlantic. 

    The good news for international buyers is that Portugal is generally open to foreign buyers of residential real estate with no nationality restrictions. You do not need to become a Portuguese resident before buying a home. 

    The purchase process, however, may be different from what you are accustomed to in your home country. Understanding the steps before making an offer can prevent expensive mistakes. 

    Decide What Your Second Home Is For 

    Before searching for properties, decide how you intend to use the home. 

    A property used for six weeks every summer has different requirements from one where you expect to spend several months each year. 

    If rental income is important, location, seasonality and applicable short-term rental rules should also influence the decision. 

    Someone planning to retire in Portugal eventually should think beyond holiday considerations. Healthcare, supermarkets, airports and year-round communities may become more important than being 100 metres from the beach. 

    A broader guide to buying a second home in Portugal can help buyers compare locations and understand the practical issues involved. 

    Get a Portuguese NIF 

    One of the first practical steps is obtaining a Portuguese tax identification number, known as a NIF. 

    You will need it for the property transaction and many other financial activities in Portugal. 

    International buyers also commonly open a Portuguese bank account. Although the exact structure of a transaction can vary, having a local account makes it easier to manage purchase-related payments and future expenses such as utilities, condominium fees and property taxes. 

    These steps can normally be organized before you begin serious negotiations. 

    Establish Your Real Budget 

    The asking price is not the total cost of buying a property in Portugal. 

    Suppose you have €500,000 available. Spending the full €500,000 on the property itself would leave no room for acquisition taxes, legal expenses, registration or other costs. 

    Buyers should account for Portuguese Property Transfer Tax, known as IMT, together with 0.8% Stamp Duty on the acquisition and applicable legal, notary and registration costs. 

    If financing is involved, there can also be mortgage-related taxes, bank fees and valuation costs. 

    Your search budget should therefore be lower than your total available capital. 

    Search Beyond a Single Real Estate Agency 

    Portugal does not operate exactly like markets with one comprehensive multiple-listing system containing virtually every property for sale. 

    Different agencies may have different listings, while some properties are marketed through multiple agents. 

    International buyers should therefore avoid assuming that one agency’s portfolio represents the entire market. 

    An independent buyer-side search can be particularly useful when you have specific requirements such as walking distance to the beach, a sea view, three bedrooms and a maximum budget. 

    It can also help establish whether the asking price is reasonable compared with similar properties in the area. 

    Make an Offer Carefully 

    Once you find the right property, you can negotiate. 

    The amount of flexibility depends on the seller, local demand, property condition and how realistically the home was priced. 

    Before paying a reservation amount or signing documents, understand exactly what you are agreeing to. 

    Even if the initial payment is small when compared to the total cost of the purchase, it can still have legal ramifications, depending upon the terms that are attached to it. 

    Do not allow excitement about securing the property to replace proper due diligence. 

    Carry Out Legal Due Diligence 

    This is one of the most important stages of buying a second home in Portugal. 

    Your lawyer should check the ownership of the seller and check property documents, registrations, licences and any possible encumbrances. 

    The goal is to show that the seller has the right to sell the property and to identify issues that might affect the purchase. 

    A Portuguese real estate lawyer for property purchases can also review the contracts before you become financially committed. 

    This legal review is separate from a technical property inspection. A house can be legally compliant while still having damp, roofing or structural problems. 

    Understand the CPCV 

    Many Portuguese property purchases involve a Contrato-Promessa de Compra e Venda, normally abbreviated to CPCV. 

    This is the promissory purchase and sale agreement. 

    The CPCV details important terms such as the agreed price, the deposit, the completion date and the obligations of the parties. 

    A deposit of about 10% is common but the percentage can be negotiated. 

    On a €400,000 second home, a 10% deposit means transferring €40,000. 

    The financial consequences of failing to complete after signing can be substantial. This is why buyers should have the contract reviewed before signing rather than afterwards. 

    Arrange a Property Inspection 

    A comprehensive technical inspection is not automatically part of every Portuguese property purchase. 

    Buyers should consider arranging one themselves, particularly for older properties, villas or homes close to the ocean. 

    An inspection may identify damp, water infiltration, roof problems, electrical issues, plumbing defects or other potential repair costs. 

    For new construction, a snagging inspection can identify defects before final acceptance. 

    Spending money on an inspection before purchasing a €500,000 property can be considerably cheaper than discovering a major problem after completion. 

    Pay the Taxes and Complete the Purchase 

    Before or around completion, the applicable acquisition taxes must be dealt with. 

    The final transaction is completed through the appropriate deed or authenticated legal instrument, at which point the remaining purchase price is normally paid and ownership is transferred. 

    The acquisition is then registered in the buyer’s name. 

    If you cannot be physically present in Portugal for every stage, it may be possible to grant an appropriate power of attorney to a lawyer or representative to complete certain steps on your behalf. 

    Budget for the Property After Purchase 

    The costs do not stop at completion. 

    Property owners generally pay annual municipal property tax, known as IMI. Depending on the property, there may also be condominium fees, insurance, utilities, pool or garden maintenance and general repairs. 

    A coastal second home may require more maintenance because of humidity, salt and exposure to Atlantic weather. 

    Owners living abroad may also need someone locally to manage the property when it is empty. 

    Property Ownership Is Not Portuguese Residency 

    Buying a second home does not automatically give a non-EU buyer the right to live permanently in Portugal. 

    Real estate is also no longer a qualifying investment for Portugal’s Golden Visa. 

    Americans, British citizens, Canadians and other non-EU nationals who want to spend extended periods in Portugal need to consider the immigration rules separately from the property purchase. 

    Buy With the Long Term in Mind 

    Buying a second home in Portugal is relatively straightforward when the transaction is properly prepared. 

    Start with the purpose of the property and a realistic all-in budget. Obtain your NIF, search the wider market, negotiate carefully and complete legal and technical due diligence before becoming contractually committed. 

    The best second home is not simply the property that looks impressive during a viewing. 

    It is one that fits your lifestyle, budget and long-term plans—and still feels like the right purchase after the paperwork is signed.
